A proposal to build 250 plus dwellings on green fields off Blundel Lane is now live, titled “The Paddocks”. It is an “Outline” Planning Application so that means they want to get the principle approved of building around 250 houses. Details of the site eg layout, scale and appearance are all reserved for subsequent applications.

It is pretty much as the glossy brochure circulated back in January identified. A mix of houses (2/3/4 bed) plus some blocks of flats (1 & 2 bed) and a mix of market, affordable and social housing.
You can find the Planning Application is 2025/1097 which you can find here where you can also object to the application. Alternatively you can send objections in to tplan@elmbridge.gov.uk.
Please note:
- Please do use your own language for your objection, some of the key arguments are summarised below.
- The published date for representations is 27th June, which is an unreasonably short period of time for a development of this scale. The key thing is to get initial objections in and then follow up with more detail if you wish. However letters will be accepted up until the date of the Planning decision which is identified as the end of August
- There are a lot of documents and it does look slightly overwhelming; please don’t be put off, the key ones to look at are the Plans and the Planning Statement.
- We will be putting information on our website (https://www.sdra.org.uk/paddocks) so please go there to keep up to date.
Arguments against The Paddocks
This will have devastating impact on our community of Stoke d’Abernon and also the surrounding areas of Cobham, Oxshott and Fetcham. There are other developments in the pipeline eg Clouds Hill Farm in Oxshott which will add to the overall cumulative impact; and let’s not forget the Wisley development of over 2000 houses.
Safety
- Access to the site is a major problem and will be dangerous, on the narrow and winding Blundel Lane the proposed 2 access roads will create traffic issues and potential blind spots.
- The railway bridge crossing has no pedestrian access and is on a bend; this surely must at a minimum have a pedestrian footbridge as a pre-condition of the development.
- There are no cycle lanes on Blundel Lane as it is too narrow and limited pavements for pedestrians.
- The Blundel Lane and Stoke Road exit is also a dangerous and congested junction and there is a known accident history on Stoke Rd.
Traffic
- Traffic and congestion on Blundel Lane, particularly exiting to Stoke Road is another key issue. The junction barely copes with current levels of traffic, particularly at peak times when the queues can go back to Evelyn Way.
Other Concerns
- Flooding on Blundel Lane and impact on residents further down the Lane
- Sewage capacity and risk of water pollution
- Environmental Impact
- Air pollution
- Destruction of trees, hedgerows and fields
- Impact on wildlife; birds, insects, badgers, bats
- Access to Schools and Available school places
- Access and availability of Healthcare – Doctors in particular
Please do spread the word as this will impact our whole area not just Stoke D’Abernon. If you haven’t already signed up for email updates please do – contact@sdra.org.uk. Please also contact us if you would like to help and get more involved.
Thankyou for your support – your community needs you.
