The key issues summarised are:
1 1072 Objections – As of 28/8/25 there have been 1072 objections and only 3 letters of support for this Outline Application
2 Scale, Height, Location & Form – are fundamentally incompatible with Green Belt policy and the surrounding semi-rural nature of the area
3 Inadequate Strategies – absent or inadequate visual testing, green infrastructure strategy, and building height controls
4 Superficial Community Engagement – only 15% of local households within the EBC Stoke D’Abernon and Oxshott ward were leafleted with no accessible alternatives
5 Inconsistent Dwelling Numbers – 250 in application while 300 in the Environment Statement
6 Merging of Cobham & Stoke D’Abernon with Oxshott – NPPF paragraph 138: “to prevent neighbouring towns merging into one another
7 Downplays the importance of the landscape sensitivity – The Landscape and Visual Impact Assessment downplays findings from Elmbridge’s own independent 2019 Landscape Sensitivity Study
8 Insufficient mitigation provided for flood risk – area is within a Critical Drainage Area and flooding and drainage risks are downplayed
9 Site constraints – not taken into account such as trees, root protection zones, Polyapes site access, topography
10 Generic Designs – lack design quality safeguards or local character coding and are not in line with EBC’s own Design Code
11 Dangerous Precedent – if permission is granted for this application for future reserved matters (and so it is critical that issues are dealt with at this outline application stage)
12 “Grey Belt” vs “Green Belt” – The applicant’s suggestion that the development site forms part of a ‘grey belt’ is not recognised in policy or law and cannot justify premature or speculative development
13 Road Safety and Transport Issues – road safety issues with site access and nearby railway bridge and dangerous Stoke Rd junction
14 Unsustainable Location – limited pedestrian access and no provision of cycle lanes, the site will be highly dependent on car travel
