We wanted to provide an update as over the last couple of weeks there have been some developments of interest regarding The Paddocks planning application (2025/1097).

The Clouds Hill Farm planning application on the Leatherhead Road in Oxshott (2025/2147), for up to 250 dwellings on Green Belt land, was approved at the Elmbridge BC Planning Committee on Wednesday 25th March. The Planning Officer had recommended approval, and after a lengthy and at times rather tortuous discussion, the Councillors voted 8 to 5 in favour. Disappointingly, our local ward councillors (Andrew Burley and Corinne Sterry) and other local Cobham councillors (Laurence Wells and Katerina Lusk) all voted to approve.

Given how that vote went, it is more important than ever that councillors hear directly from residents ahead of The Paddocks decision. We would encourage you to write to your local councillors making your views known and emphasising your objections. They have an obligation to reflect residents’ views, and your voice matters. Their email addresses are below.

With regard to The Paddocks, we are still awaiting the Planning Officer’s recommendation, expected by 31st March 2026 — so very imminent. Encouragingly, Surrey County Council’s Highways Department, a statutory consultee, has recommended refusal on grounds of public safety and lack of sustainability, primarily due to the constraints of the railway bridge and the absence of a safe walking or cycling route.

Based on this, it would seem unlikely that the Elmbridge Planning Officer would recommend approval — but given the current planning environment, nothing can be taken for granted. If the Planning Officer does recommend approval, we anticipate The Paddocks would be discussed at the EBC Planning Committee on 21st April. We will probably only hear a week or so beforehand.
